Every award made under MARAD's Assistance for Small Shipyards program (46 U.S.C. §54101) since the program was first funded in 2008 —427 grants, $355.7M — normalized to a single schema and classified by the capital asset each grant actually bought. Every funding round on one axis. The program has run in three distinct regimes: a small pilot (2008), a one-time $98M Recovery Act surge (2009 ARRA), and a ~$10–20M annual steady state that stepped up sharply in FY2026. Bars are the selected metric; the selected round is highlighted.

Every award is classified by the primary capital asset its project description names. This is the analysis MARAD does not publish: the program is, in dollar terms, overwhelmingly avessel-handling and steel-fabrication program. Values are direct-labeled so the chart reads without relying on colour; the full classified record is in the award table below.
Share of each round's dollars by asset class. Drydock and haul-out infrastructure spikes when a round is large enough to fund one; lifting and handling is the constant.
Top 15 states for the selected scope. Small-shipyard capacity is concentrated on the Gulf Coast and the Pacific Northwest, but the program reaches inland river and Great Lakes yards that few other federal maritime programs touch.
Where awards actually land. The practical ceiling has moved with the appropriation: roughly $1.0M in 2016–2020, $1.2M in 2022–2023, and $1.5M in FY2026.
Dollars requested against dollars awarded, for the seven rounds where a dollar figure exists anywhere in the public record. Two further rounds have an application count but no published dollar total — FY2019 (80 applications) and FY2022 (93). FY2026 drew172 applications requesting $162.7M, the most of either in program history.
The odds improved, but demand set a record. Oversubscription ran 10×–16× in the small-appropriation years (FY2011–FY2016) and has since fallen to 4.6× in FY2026 — not because fewer yards applied, but because the appropriation quadrupled. On a per-applicant basis the picture is the mirror image: a roughly 1-in-13 chance of an award in FY2016 versus about 1 in 4 in FY2026. Even so, FY2026 left roughly $128M of requested capital unfunded.
Provenance. MARAD has never published the applicant list its own NOFOs promise — FY2024 §H.2 and FY2025/FY2026 §J.2 each state it "intends to publish a list of all applications received along with the names of the applicant organizations and funding amounts requested." The figures here are assembled from DOT press releases (FY2011–FY2016), the SAM.gov Assistance Listing 20.814 Program Accomplishments note (FY2019, FY2022), GAO-25-107304 (FY2023, FY2024) and trade press (FY2026). FY2017, FY2018, FY2020, FY2021 and FY2025 have no published figure at all.

One criterion carries the round. Quantitative Analysis is the only High-weighted item, and the NOFO says so outright: applications "should focus on Section 2 … especially Section 2(c), to offer the best chance of an award." It asks for benefits quantified in man-hours saved, dollars saved or percentages, with the methodology, assumptions and justification spelled out. A vivid equipment description scores Low no matter how well written.

What changed for FY2026. Three things: the innovative-technology preference was added, a Program Evaluation clause was added, and Section H was updated for federal anti-discrimination policy. Domestic preference under 46 U.S.C. §54101(d)(2) applies toevery award, including those under $500,000, notwithstanding DOT's 2023 Buy America small-grant waiver.
The appropriation math. The Consolidated Appropriations Act, 2026 (P.L. 119-75, Feb. 3, 2026) appropriated $35M; MARAD may retain up to 2% for administration, leaving $34.3M for awards. The 45 FY2026 awards total $35,137,023— about $0.8M more. The NOFO explains it: unexpended prior-year Small Shipyard Grant funds may be awarded under the same notice, so deobligated money from earlier rounds gets recycled forward.
243 distinct shipyards have won at least once; 83 have won more than once and a meaningful minority have won three or more times. Names are matched across rounds through a normalization pass (legal-suffix stripping, d/b/a collapsing, and a hand-maintained alias table for renamed and acquired yards).
